Article 1 bis La Commission soumet au Conseil et au Parlement européen, d'ici le début de la prochaine campagne, des propositions dans le sens de la mise en place d'un régime de seuils de garantie par État membre, de nature à favoriser la compétitivité et l'adaptation de l'industrie communautaire à l'évolution de la demande sur le marché et de la consommation, sans porter atteinte à la stabilité interne relative de ce secteur.
Article 1a The Commission shall submit to the Council and the European Parliament, before the start of the next marketing year, proposals for setting up a system of guarantee thresholds by Member State, with a view to boosting the competitiveness and adaptability of the Community industry in the context of the evolution of market and consumer demand, without harming the relative internal stability of the sector
