7. Is therefore determined to prevent any further shifts of payments from 2013 to the next MFF; recalls the declaration annexed to the EU Budget 2013 calling for the Commission to present, at an early stage in the year 2013, a Draft Amending Budget devoted to the sole purpose of covering all unpaid payment claims for 2012; emphasises that it will not start negotiations on the MFF until the Commission comes forward with an Amending Budget corresponding to this political commitment, and will not conclude these negotiations before the final adoption by Council and Parliament of this Amending Budget; also demands a political engagement fr ...[+++]om the Council that all legal obligations due in 2013 will be paid out by the end of this year;

12. Emphasises, within the current operational structure of the Kyoto Protocol, the need for quantified emission limitation or reduction objectives (QELROs), which were due to be submitted by the Parties by May 2012, to be adopted as amendments to the Kyoto Protocol at the Doha Conference, in accordance with Decision 1/CMP.7; calls on those Annex B Parties which have not yet done so to submit their QELROs, and welcomes the initial EU submission in this regard; stresses that the carry-over of assigned amount units (AAUs) to the secon ...[+++]d commitment period would undermine the integrity of the Kyoto Protocol; points out that if Member States are allowed to transfer AAUs, the Kyoto Protocol will have no real effect on climate mitigation;

(a) any standing vote requested at or before 5:15 p.m. shall be deferred until 5:30 p.m. on the same day, and the vote shall not be further deferred; (b) if the vote is requested after 5:15 p.m. and before 5:30 p.m., it shall be deferred to the time that would allow for a 15-minute bell, and the vote shall not be further deferred; (c) if the vote is requested at 5:30 p.m. or later, it shall be deferred until 5:30 p.m. on the next sitting day; and (d) if the deferred vote is to be held on a Friday, at any time during a sitting, the Government Whip may request a further deferral to 5:30 p.m. on the next sitting day.
