5. Insists that the aforementioned limitation on the scope of the Euratom Treaty should not be invoked to avoid the application of health and safety legislation in situations where the alleged military purpose concerns a third State, where the use of nuclear energy is in breach of an international agreement and where the only feasibly present connection with a defence interest of a Member State is that the release of nuclear material occurred on its territory;

In general the provisions of this Directive should only apply to wild aquatic animals where the environmental situation may impinge on the health status of aquaculture animals, or where necessary in order to fulfil the purpose of other Community legislation, such as Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora (5) or to protect species referred to in the list drawn up by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

The international health regulations are also being rewritten.All these legislative initiatives need to be connected and coordinated so we end up with an integrated legislative framework (1540) I would like to recognize that we have been engaged in quite a bit of discussion already with our colleagues at the Public Health Agency and Health Canada around specific clauses of this bill, through teleconferences with chief medical health officers, and consultation sessions.

These improvements are the result of: - the removal of controls at internal frontiers; - the dismantling of customs controls (controls on compliance with tax, veterinary or statistical legislation): the relevant statistics are now compiled on the basis of information received from enterprises, tax controls take place at source and, lastly, veterinary controls are performed at the animal's place of departure.
