adopt, on the basis of a draft drawn up by the Director, as referred to in Article 12, after consultation with the Commission, the annual work programme and the medium term work programme, covering a three-year period, in accordance with the budget and the available resources; the programmes may be reviewed whenever necessary; the first annual work programme shall be adopted not later than nine months after the appointment of the Director.

2. A specific Community/Switzerland annual statistical programme shall be developed every year as a subset of, and in parallel with, the annual work programme drawn up by the Commission in accordance with the Decision of the European Parliament and of the Council establishing the specific relevant Community statistical programme.

It is premature to assess the Aeneas Programme in a conclusive manner given the fact that the financing decisions for the proposals selected following the first 2004 call for proposals have just been finalised[7], while the new call for proposals for the implementation of the annual work programme 2005 has just been launched[8] and the new annual work programme 2006 is under preparation.
