La BEI, dont les premiers prêts dans les Balkans occidentaux, à partir de 1999, dans le cadre du Pacte de stabilité, ciblaient principalement le secteur des transports, a ensuite (en 2001) commencé à diversifier son activité dans la région de façon à soutenir plus résolument le secteur privé, ce qui l'a amené, en 2002, à réaliser sa première opération de grande envergure en faveur du secteur privé dans les Balkans occidentaux par un prêt destiné à y encourager l'investissement étranger direct (IED).
Having mainly supported the transportation sector since starting operations in the Western Balkans in 1999 within the framework of the Stability Pact, and having diversified its lending in the region in 2001 to provide increased support for the private sector, the EIB made in 2002 its first large private sector operation in the region in support of Foreign Direct Investment in the region.
