Recalls that in the event of no agreement on the next MFF Regulation by the end of this year, Article 312(2), according to which the MFF regulation is adopted by the Council only after the European Parliament has given its consent, Article 312(4) which foresees the application of the ceilings of the last year of the current MFF in case no agreement on the next MFF is reached in due time and Article 30 of the current inter-institutional agreement on budgetary discipline and sound financial management will apply, which means a prolon ...[+++]gation of the 2013 ceilings, adjusted with a 2 % fixed deflator a year, until adoption of a new MFF regulation; reiterates, in this eventuality, its readiness to reach a swift agreement with the Council and the Commission on ensuring that legal bases are in force for the implementation of EU programmes and policies in 2014;

3. Recommends that the UNFCCC secretariat be empowered to make a technical review of the targets due to be submitted by the Parties on 31 January and report on their compatibility with the 2° limit, in time for the resumed negotiations in the ad hoc working groups; further emphasises that the targets must meet the necessary limit as identified by science;

The Commission found that three aspects of the tax reform were materially selective: (1) the requirement that a company must make a profit before it becomes liable to payroll tax and BPOT, since that requirement would favour companies which make no profit; (2) the cap limiting liability to payroll tax and BPOT to 15% of profits, since that cap would favour companies which, for the tax year in question, have profits that are low in relation to their number of employees and their occupation of business property; and (3) the payroll tax and BPOT, since those two taxes would inherently favour offshore companies which have no real physical ...[+++]presence in Gibraltar and which as a consequence do not incur corporate tax.

Insists that, if the Europe 2020 strategy is to be credible, greater compatibility and complementarity is needed between national budgets of the EU 27 Member States and the EU budget; underlines the greater role the EU budget should play in that respect by pooling resources together ; considers therefore the post 2013 EU budget must focus on key policy priorities of this strategy and should aim at increasing the level of EU expenditures to the agreed own resources ceiling of 1,24% of gross national income (in payments) and 1,31% (in commitments); insists that in the short and medium term the Commission makes a proposal before the ...[+++]end of first semester 2010 to revise the ceilings of the current MFF 2007-13 in order to find extra budgetary means to start implementing the goals of the Europe 2020 strategy, particularly when it comes to financing the proposed flagship initiatives; points out as well to the need to continue exploring new EU financing instruments such as Eurobonds as well as a new financing system for the EU budget, including a financial transactions tax and green taxes; furthermore, underlines the need for the EU budget and all sources of funding to reflect the need to fund the transition towards an environmentally sustainable economy;
