In order to respond to unforeseen situations or to new developments and needs the Commission may, following the interim evaluation of Horizon 2020 as referred to in Article 32(3) and the results of the review of the EIT referred to in Article 32(2), within the annual budgetary procedure review the amounts set out for the priorities and the specific objectives 'Spreading excellence and widening participation' and 'Science with and for society' in paragraph 2 of this Article and the indicative breakdown by specific objectives within these priorities set out in Annex II and the contribution to the EIT in paragraph 3 of this Article.

The rules on calculation of interim payments and payments of the final balance for operational programmes during the period in which the Member States receive financial assistance for addressing serious difficulties with respect to their financial stability should be revised accordingly.

39. Co-operation to tackle OC should be developed further with priority third countries , through agreements and other instruments.

Apart from these four headings, the European Community has provided Emergency and exceptional aid interventions : - ecu 370,000 was granted in February 1990 for intifadah-related injuries through UNRWA; - ecu 500,000 was allocated in May 1990 through MSF and UNRWA to relieve medical needs as a consequence of the Rishon Lezion massacre and subsequent incidents; - In December 1990 ecu 4.5 million ECU emergency aid were approved by the Community to support the running costs of private Palestinian hospitals through the Dutch Red Cross. - In 1992 another contribution of ECU 5 million was approved towards the running costs of Palestinian hos ...[+++]pitals; this aid will be disbursed throughout 1993-1994. - In 1992 ecu 15.2 million were granted for food aid through UNRWA. - In June 1993, an food aid of approximately 2,45 million ECU was granted for Palestinians populations in Gaza a further 500.000 ecu in emergency aid was allocated for medical equipment in July 1993 (see notes IP 568 and 675).
