En se basant sur la définition d'une opération (point 1.33), une opération financière peut se définir comme une action réciproque convenue d'un commun accord entre des unités institutionnelles ou entre une unité institutionnelle et le reste du monde. Elle implique soit la création ou la liquidation simultanée d'un actif financier et de son passif de contrepartie, soit le changement de propriété d'un actif financier, soit encore la souscription d'un engagement.

Considering the definition of a transaction (see paragraph 1.33), a financial transaction is an interaction between institutional units, or between an institutional unit and the rest of the world, by mutual agreement, involving a simultaneous creation or liquidation of a financial asset and the conterpart liability, or a change in ownership of a financial asset, or an assumption of a liability.
