We have gone over and above that, though, and have established voluntary goals for each direct report to the deputy minister — this is by portfolio and region — so that we can do better to maintain our representation or increase it.

In accordance with the principle of proportionality, as set out in that Article, this Regulation does not go beyond what is necessary in order to achieve that objective, recourse to an EGTC being optional, in accordance with the constitutional system of each Member State.
