9. Calls on the Commission to provide its trade negotiators, Council and the European Parliament with a register of UN treaties and conventions signed by EU Member States, in order to make transparent the current acquis communautaire with regard to binding international obligations and international law; encourages the Commission to set up a dedicated unit to observe the consistency of trade agreement negotiations with other existing binding international obligations such as those established by the Universal Declaration on Human Rights;

, and about the Negotiator Note added to footnote 15, stating that there is no obligation for a Party to mandate interoperability, which seems to contradict the message stated in the recently adopted Digital Agenda;

33. Urges the EU negotiators to re-include in the ACTA text provision 2.18.9 according to which: ‘The procedures described in the provisions 1-8 shall be implemented without prejudice to a Party’s law adopting or maintaining a regime providing for limitation of liability of internet service providers and prohibition of general obligation of content hosted and stored by internet service providers on request of users’;

In the end, the determination of the negotiators will have enabled us to reach a compromise which, I believe, has at least two virtues: firstly, it forces the insurance sector to assess its risks better, a process which, until now, still involved relatively old mechanisms that were without doubt unsuitable for the reality of what the insurance sector had become; and, secondly, it emphasises the need for supervision mechanisms to adapt to what insurance companies have become, in terms of both their multitude of consumer-focused products and offers, and their transnational set-up.

10. Welcomes the offer to grant developing countries, in particular, better opportunities to supply services to the EU market through temporary cross-border movement of qualified personnel, but insists that negotiations must ensure protection of cross-border workers against all forms of discrimination; recalls that in all these cases, EU and national working conditions, minimum wage requirements and any collective wage agreements must continue to apply, regardless of whether or not the employer is registered within the EU;

[Translation] Mr. Réal Ménard (Hochelaga-Maisonneuve, BQ) moved: Motion No. 13 That Bill C-66 be amended by adding after line 39 on page 19 the following new Clause: ``25.1 Section 52 of the Act is amended by adding the following after subsection (3): (3.1) The rationale for the change mentioned in paragraph (3)(c) shall include an analysis of the cost of the change, the benefits expected of the change, the effect on the organization of the work place and the proposed time schedule for implementation (3.2) The employer shall give the bargaining agent sufficient time to enable the bargaining agent to assess the information provided and shall supply any additional information and technological and financial explanation that the bargaining age ...[+++]nt reasonably requests to facilitate the assessment (3.3) No alteration may be made to the terms and conditions or security of employment of an employee as a result of technological change unless the employer has complied with this section and an agreement on the alteration has been reached between the bargaining agent and the employer'.
