The written submission that was addressed to the chairman on March 11 was co-signed by me and by my opposite numbers in the International Transport Workers' Federation and an organization called the Oil Companies International Marine Forum — in other words, the shipowners, the international seafarers unions and the tanker charterers, collectively, people who tend to have contrary interests rather than simultaneous interests.
