Calls for better coordination and greater coherence between the policies of the IMF, the World Bank, the WTO, the ECB, other international organisations and the European Union, in particular as regards the instruments linking the various markets, such as the Integrated Framework, the Trade Integration Mechanism, the Poverty Reduction and Growth Facility (PRGF) and the recently adopted Policy Support Instrument (PSI), in order to ensure that open-market policies have a positive impact on poverty reduction; asks for more coherence between IMF programmes and the MDGs; draws attention in this context to the ambivalence in the position ...[+++]of the IMF which, although it is responsible for only one very specific aspect of public action, plays a leading, if not dominant, role in implementing the strategies pursued by all players;

The IMF and the World Bank should provide transparent monitoring of the impact of erosion in preferences and trade liberalisation on a country by country basis, to allow additional resources to be made available in response, including through the IMF's "trade integration mechanism" and the WB's programmes".

The IMF has announced a trade integration mechanism to support countries which suffer balance of payments difficulties due to trade policy changes such as the removal of MFA quotas.

11. Invites the Commission to ensure that trade issues are brought to the forefront of the dialogue with partner countries, particularly with a view to better integrate trade policy issues in Poverty Reduction Strategy Papers (PRSPs) or similar mechanisms.

Lastly, the two Parties: - by common accord will seek ways which will enable them, depending on the progress of integration in the region and on the degree to which they help to achieve the aims of the Agreement, to join their methods of preparing for the liberalization of trade with those they employ in connection with other individual countries or entities of the region, and particularly with the Southern Cone Common Market (Mercosur), including the possibility of Chile becoming involved in the cooperation programmes provided for in the Agreement between the European Community and its Member States and the Southern Cone Common Market a ...[+++]nd its member countries, and of Mercosur becoming involved in the cooperation programmes provided for in this Agreement; - support the initiative put forward by the European Parliament and the Chilean Parliament to institutionalize a dialogue between them and state their willingness to foster the establishment and development of that Parliamentary dialogue.

IV. INVITES THE COMMISSION AND THE MEMBER STATES to: 1. improve the contribution of Community programmes and measures to the maintenance and creation of jobs by SMEs and craft enterprises; 2. consult one another and, where necessary, coordinate their action in favour of SMEs, in particular in the framework of concerted action initiated under the Integrated Programme in favour of SMEs and the craft sector, in order to promote the exchange of experience and good practices, including in the sphere of local initiatives; 3. ensure that organizations representing SMEs and the craft sector at European and national level are consulted when policies concerning them are framed, implemented and monitored; 4. coordinate the various Community, national ...[+++]and local information networks more effectively, by recognizing, inter alia, the role of Euro-Info- Centres in providing enterprises, in particular SMEs, with Community information; 5. facilitate access to measures in favour of SMEs and the craft sector, in particular by keeping SMEs and craft enterprises apprised of the opportunities offered by Community, national or regional programmes and by simplifying the relevant procedures in order to facilitate their participation; 6. improve the operation of the internal market in order to enable small and medium-sized enterprises and craft enterprises to exploit all the opportunities offered by it, including in the public contracts sector, and to overcome any obstacles to internal trade; 7. encourage, where appropriate, the establishment of mutual guarantee arrangements among SMEs on a commercial basis.
