Urges the authorities to enhance the capacity of prosecutors, judges, the police and other law enforcement agencies, and to develop a solid track record of investigations, prosecutions and convictions at all levels, including high-level corruption cases; welcomes the adoption of anticorruption laws, particularly on lobbying, general administrative procedure, public procurement and amendments to the laws on the prevention of conflicts of interest; calls for their effective implementation to allow for more cooperation between law enforcement agencies and to enhance the system of checks for conflicts of interest and asset declaration; ...[+++] calls on the Commission to closely monitor the implementation of those laws; considers it important to strengthen institutions to enable them to take a more proactive approach against corruption, and to fully involve the new parliamentary committee for overseeing the work of the Agency for Anti-Corruption, which should receive sufficient resources; stresses that shortcomings with regard to the independence and accountability of the judicial system remain a matter of serious concern and hamper the fight against corruption;
