Definition: The essential feature is recurrent obsessional thoughts or compulsive acts. Obsessional thoughts are ideas, images, or impulses that enter the patient's mind again and again in a stereotyped form. They are almost invariably distressing and the patient often tries, unsuccessfully, to resist them. They are, however, recognized as his or her own thoughts, even though they are involuntary and often repugnant. You must be able to map those waters and the undersea features or be able to defend those waters in the sense of repelling an intruder with force.

The other enormous advantage of the submarine is that it has the ability to go below the water structure and find the optimum listening areas so that it can give you advanced warning of probably 120-130 nautical miles of other ships headed your way, if, say, you have a sensitive operation ongoing and you do not want intruders to take you by surprise.

The environment is a shared jurisdiction under the Constitution Act 1867, and Quebec's jurisdiction is also recognized in the British North America Act, 1867. By rejecting the concept of co-operation and by imposing title to the territory as an essential condition for the creation of marine conservation areas, the federal government is disregarding Quebec's jurisdiction over the environment, a further intrusion into areas of provincial jurisdiction.
