Acknowledging the increasing importance of remittances in many African countries, the European Commission will support the establishment of an African Remittances Institute in 2009, under the leadership of the AU Commission and in collaboration with the World Bank.

- Increase knowledge on remittances in Africa with the establishment of an African Remittances Institute under the leadership of the African Union and in partnership with the World Bank.

The EU has pledged to support good governance programmes in these countries and to help build the capacities of the African Union and of regional and national institutions in Africa and to support African efforts to improve and monitor governance through dialogue and consultation with its African partners[19].

46. 46 Further encourages Member States and the Commission to join the European Parliament in promoting good governance in relations with all regional organisations and third countries such as is being developed in partnership with African institutions, particularly in the field of the arms trade through such bodies as the ACP-EU Joint Parliamentary Assembly, ECOWAS and the African Union;

institution building by increasing the effectiveness of African national security and judicial institutions including for counter-terrorism activities as well as by identifying specific action to assist African countries in implementing their commitments under the existing international instruments in all relevant fields, including the fight against terrorism and illicit trafficking,

- At ACP level : thematic priorities are derived from the EU-Africa partnership - which has been formally endorsed under the EU-Africa Dialogue - and the Facility intends to build bridges and foster dialogue with African institutions either of global nature like NEPAD and AU or of sectoral character like the AMCOW and African Water Facility. During the Panafrican Water Conference in Addis Ababa in December 2003, AMCOW has released a resolution to support the proposed ACP-EU Water Facility. The proposed Facility is also in line with the objectives of the G8 Actions Plans on Wa ...[+++]ter and on Africa. Similar processes are being developed in the Caribbean and Pacific regions.
