Welcomes the initiatives to promote and exchange knowledge and best practice in the field of law, such as the recent creation of a Centre for Legal Research, Development and Innovation for Latin America, welcomes the setting-up of the Group of 100, and takes the view that such initiatives may provide an extraordinarily useful tool to support the efforts made by the Commission to build the biregional strategic partnership;

Thirdly, it is also important to remember the fight against impunity, above all because the many things that are being done in Latin America will only yield positive results if impunity is also combated in parallel.

The Lima Agenda in relation to sustainable development, and in particular the environment, climate change and energy 32.Recommends that the political agenda between the EU and the countries of LAC give priority to cooperation on climate change and policies for preventing global warming; points out that the very poor, and especially indigenous populations, are the first to suffer from climate change and a deteriorating environment; 33.Points out that the partnership between the European Union and LAC in this sense is of crucial importance given both parties" interest in promoting sustainable development and environmental balance, and th ...[+++]erefore advocates mutual support for their respective environmental initiatives at international level;

Calls upon the Commission to put forward a methodological proposal - to be discussed, inter alia, within the Euro-Latin American Parliamentary Assembly and at the EU-Latin American and Caribbean (LAC) Summit to be held in Lima in May 2008 - concerning ways of coordinating - in cooperation with local institutions and organisations - the various EU initiatives designed to combat feminicide and the impunity of the perpetrators, and to make the staff of those institutions and organisations aware of gender issues and violence against women; calls also for such initiatives to be regularly put forward and discussed by its Committee on Wome ...[+++]n's Rights and Gender Equality, in conjunction with its Delegation for relations with the countries of Central America and its Delegation to the EU-Mexico Joint Parliamentary Committee;

And it is surprising, Mr President, because it is an initiative which has already been endorsed in plenary by all the political groups, including the rapporteur's group; an initiative, Mr President, which has been endorsed from a regulatory point of view, which does not imply any additional money, which has been approved by the Committee on Budgets in the 2004 budget, which is an initiative which falls within the context of the priorities of the next European Union-Latin America summit, to be held in Mexico next year, for which we have no great proposals to put on the table.

* co-ordinate the Commission's support to ongoing international initiatives to build political commitment to address illegal logging, in particular the Africa, Asia and proposed Latin America initiatives for forest law enforcement and governance, and co-ordinate Commission positions in relation to dialogue with G8 countries and China.
