9. Considers that the private copying levy should apply to all material and media used for private recording and storage capacity where private copying acts cause harm to creators;

The European Union must be the initiator, because a failure to take responsibility towards the next generation on the global scale is now inflicting material and non-material damage on Europe’s citizens.

It will enable special-format materials to be produced for persons with perceptual disabilities.

Such authorisation shall be granted only where there is reason to believe on the basis of evidence relating to the region of provenance of the material or results of official trials carried out in appropriate locations, either within or outside the Community, that the use of the said reproductive material would, on account of its phenotypic or genetic characteristics, have an adverse effect on forestry, the environment or on the genetic resources in all or part of that Member State, or if there are grounds for believing that the use of that reproductive material might play a part in reducing genetic variety and biodiversity.

Such authorisation shall be granted only where there is reason to believe on the basis of evidence relating to the region of provenance of the material or results of official trials carried out in appropriate locations, either with or outside the Community that the use of the said reproductive material would, on account of its phenotypic or genetic characteristics, have an adverse effect on forestry or on the genetic resources in all or part of that Member State.

But especially, the federal government needs to have the will to influence things and to support initiatives which may come from provincial levels of government in this regard.
