The forest sector is composed of three categories of players— the timber producer, the manufacturer of forest products and the consumer of forest products.

Essentially, this study develops a profile of the future labour force demands for the sector as a whole, including numbers of workers by region and by sub-sector within the forest products sector; some insight into the knowledge, skills and training needs of that sector; and some further insight into some critical occupations that will be essential for the future prosperity of the sector.

This measure should cover the extension and improvement of forest resources through afforestation of land and creation of agroforestry systems combining extensive agriculture with forestry systems, restoration of forests damaged by fire or other natural disasters and relevant prevention measures, investments in forestry technologies and in the processing, mobilising and marketing of forest products aimed at improving the economic and environmental performance of forest holders and non remunerative investments which improve ecosystem a ...[+++]nd climate resilience and environmental value of forest ecosystems.

Tariffs as high as 15% on pulp and paperboard will be eliminated. As the Forest Products Association of Canada has testified in the Standing Committee on International Trade, the Panamanian market for forestry products such as pulp and paperboard is currently worth $120 million, but this figure grows by 10% a year, a great opportunity for the forest products industry.

C. Range The essential areas for action to achieve the aims are : IN THE COMMUNITY _ infrastructure : forest roads and their links with the public road network, - structures : the rationalization of parcels of woodland and of land to be planted will permit the creation of lower cost and hence more effective management units, - sylvicultural and processing techniques, - harmonization of national or adoption of Community provisions on reproductive material quality and on product standards at the various manufacturing stages, - better links between forest and processing plants, - development of owner-forester associations and occupational g ...[+++]roups, - development of certain production sectors generally secondary to timber : cork, resin and in the OCT tropical timbers, - comprehensive Community level information on the outlook for production and consumption of the main forest products and on the economics and profitability of the sector, aids and taxation.
