The expenditure of the Authority shall cover staff, administrative and infrastructure expenditure, operating costs and expenditure associated with the functioning of the Scientific and Technical Committee, the System Safety and Security Committee and the contracts and agreements concluded by the Authority with a view to implementing the European GNSS programmes.

According to an estimate based on an economic projection model specialising in the railway sector, human resources account for 8.5% of the total operating costs of a cross-border rail freight business. Other more significant expenses are motive power, wagons, infrastructure, energy, administration and insurance. Because the cost of labour is relatively small in comparison with the other operating costs, the Agreement seems unlikely to have any future impact on the operation of routes.

The next step is to consider that, where the attribution of some of these costs is meaningless, as, for example, in the case of the Italian motorways, which have already fully achieved their payback – the revenue from these charges which exist today could constitute funds to be used in cross-subsidies, in order to ensure that certain costs charged to road users serve to improve infrastructure in other modes of transport which are certainly more environmentally friendly.
