Initial training shall cover the following subjects: aviation law, air traffic management, including procedures for civil-military cooperation, meteorology, navigation, aircraft and principles of flight, including an understanding between air traffic controller and pilot, human factors, equipment and systems, professional environment, safety and safety culture, safety management systems, unusual/emergency situations, degraded systems and linguistic knowledge, including radiotelephony phraseology.

The initial training shall consist of theoretical and practical courses, including simulation, and its duration will be determined in the approved initial training plans.

Upgrading the initial and in-service training of teachers and trainers so that their skills respond both to the changes in society and expectations, and to the varied groups involved (all ages of young people in initial education and training, and a wide spectrum of ages of adults; people with specific learning difficulties, and with personal or societal difficulties; etc.) is a major challenge to the education systems over the next 10 years.
