Mr. Peter MacKay: The problem as I see it, quite frankly, is that once the police have taken a sample and it's been put on any type of system, whether it's their own or a national bank, which I think is what this legislation contemplates eventually, the tendency is always going to be there to run a check if they have the technology and the ability to do it.
