h) «état de l'aire de répartition» signifie, pour une espèce migratrice donnée, tout État et, le cas échéant, toute autre partie visée au sous-paragraphe k) ci-dessous qui exerce sa juridiction sur une partie quelconque de l'aire de répartition de cette espèce migratrice, ou encore, un État dont les navires battant son pavillon procèdent à des prélèvements sur cette espèce en dehors des limites de juridiction nationale;
(h) "Range State" in relation to a particular migratory species means any State (and where appropriate any other party referred to under subparagraph (k) of this paragraph) that exercises jurisdiction over any part of the range of that migratory species, or a State, flag vessels of which are engaged outside national jurisdictional limits in taking that migratory species;
