Welcomes the Commission’s proposal under Horizon 2020 for future EU-financed civil-military research and procurement in support of CSDP missions; notes with concern the reduction in the appropriations allocated to research and technology, which in the long term will affect the ability of Europeans to maintain a credible defence capability relying on the whole range of armaments and military equipment; reminds the Member States of their commitment to increase the allocation for defence-related research and technology to at least 2 % of the defence budget and recalls that investment in research and defence technologies has had import ...[+++]ant results with civilian applications;

52. Takes the view that not all innovation is research-based and that not all research has innovation as its goal; believes in consequence that the proposed reorganisation should cover the full spectrum of activities related to innovation, from concept to market, including non-technological, eco- and social innovation; believes that this should include the promotion of innovative practices (such as innovative and pre-commercial public procurement, inducement prizes, IPR policies and lead market initiatives) and the facilitation of their widespread dissemination; recalls that standardisation should be taken into account in addressing grand challenges and s ...[+++]haping priority areas of CSF, but should not be a new separate instrument or activity;

whether the recommendation will be based on considering only their own product range in accordance with point (b) of paragraph 3 or a wide range of products from across the market in accordance with point (c) of paragraph 3 so that the consumer can understand the basis on which the recommendation is made.

In any event, creditors and credit intermediaries should disclose to the consumer whether they are advising only on their own product range or a wide range from across the market to ensure that the consumer understands the basis for a recommendation.

If it can be shown that alternative technology (e.g. computer, electronically controlled range switch, etc.) can give equivalent accuracy, then these alternatives may be used.

However, given the more limited scope the framework directive would not cover the full range of matters covered by a comprehensive duty to trade fairly (e.g. the use of selling techniques based on undue influence).
