B. whereas the eleventh Conference of the Parties (COP 11) to the UNFCCC and the first Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (COP/MOP 1) meeting in Montreal in November and December 2005 decided to initiate a process to consider further commitments by Annex I Parties for the post-2012 period and to engage in a dialogue to exchange experiences and analyse strategic approaches for long-term cooperative action on climate change, establishing a UNFCCC workshop on reducing emissions from deforestation in developing countries,

3. in particular, WELCOMES the decision to initiate the consideration of further commitments for Parties included in Annex I to the Convention for the period beyond 2012 in accordance with Article 3(9) of the Kyoto Protocol and the decision to engage in a dialogue on long-term cooperative action to address climate change by enhancing implementation of the Convention to exchange experiences and analyse strategic approaches;

17. Following up the Montreal Climate Action Plan under the UN Framework Convention on Climate Change, to prepare options for a post-2012 arrangement without delay, through engaging constructively in a broad dialogue on long-term cooperative action, and at the same time through Articles 3.9 and 9.2 of the Kyoto Protocol, including the consideration of further commitments for Parties included in Annex I to the Convention for the period beyond 2012 in accordance with Article 3.9 of the Kyoto Protocol and of the Community's future role on actions to be taken to achieve the 2°C objective, as recalled in the Conclusions on climate change adop ...[+++]ted by the Council on 9 March 2006, as elements of the strategy due to be discussed during the second half of 2006, taking advantage of the review of the EU Emission Trading Scheme and the work under the European Climate Change Programme (ECCP II);

9. Is disappointed that the Tenth Conference of Parties was a missed opportunity as regards the preparation of further objectives for the period beyond 2012; regrets, in particular, that despite the efforts of the EU delegation, the Conference only agreed on one informal meeting for the preparation of future new goals in 2005; insists that the EU should carefully prepare its participation in this meeting, in close cooperation with all interested parties at national or regional level, maintaining a leading role in building up a strong coalition for further international commitments beyond 2012; stresses the necessity to give economic d ...[+++]ecision-makers the opportunity to plan in reasonably certain knowledge of the situation after 2012;

9.
