(a) the amount of net on- and off-balance sheet assets set out for item “L” of Schedule 1 – Ratios and Assets to Capital Multiple Calculations of the BCAR form plus the transitional adjustment for grandfathered treatment of certain assets not derecognized under IFRS set out for item “A” of Schedule 45 – Balance Sheet Coverage by Risk Type and Reconciliation to Consolidated Balance Sheet of the BCAR form;

Takes note on the foreseen revision of the Capital Requirement directives; calls the Commission to ensure that the issue of full consolidation of off-balance sheet entities is properly tackled; is of the view that the issue of "too big to fail" financial institutions must be addressed, which means therefore that capital and liquidity requirements as well as countercyclical buffers should be proportionate to the size, level of risk and business model of a financial institution; deems that any transitional period or grandfathering granted to the banking sector for the implementation of the new standards should be conditioned to the implementation of restrictions on the distribution of dividends and bonuses as well as to the establishmen ...[+++]t of ambitious targets regarding the distribution of credit to the real economy;

(6) In carrying out monitoring visits to a Member State whose statistical information is under scrutiny the Commission (Eurostat) should be entitled to have access to the accounts of government entities at central, state, local and social security levels, including the provision of underlying detailed accounting information, relevant statistical surveys and questionnaires and further related information, including off-balance sheet transactions, respecting the legislation on data protection as well as statistical confidentiality.

(6) In carrying out monitoring visits to a Member State whose statistical information is under scrutiny the Commission (Eurostat) should be entitled to have access to the accounts of government entities at central, state, local and social security levels, including the provision of underlying detailed accounting information, relevant statistical surveys and questionnaires and further related information, including off-balance sheet transactions, respecting the legislation on data protection as well as statistical confidentiality.

During the period referred to in Article 10(1) of Regulation (EC) No 1260/2001, C sugar referred to in Article 13 of that Regulation, exported in accordance with the relevant provisions of Commission Regulation (EEC) No 2670/81 of 14 September 1981 laying down detailed implementing rules in respect of sugar production in excess of the quota and brought in to be consumed in Madeira and in the Canary Islands in the form of white sugar falling within CN code 1701 and to be refined and consumed in the Azores in the form of raw sugar falling within CN code 1701 12 10, shall benefit, under the conditions set out in this Regulation, from the ...[+++] exemption from import duties within the limit of the forecast supply balance referred to in Article 2 of this Regulation.

The Member States may apply a 50 % weighting to off-balance-sheet items which are sureties or guarantees having the character of credit substitutes and which are fully guaranteed, to the satisfaction of the competent authorities, by mortgages meeting the conditions set out in paragraph 1(c)(1), subject to the guarantor having a direct right to such collateral.
