Therefore, on the basis of this policy document, which, subject to the agreement of the College, will probably be a green paper, I shall make an appointment with you, no later than this autumn, so that we may achieve this goal of being more consistent and of establishing this marvellous form of coordination at European level.

1. The Coordination committee of the European Network for Rural Development (hereinafter the Coordination committee) is hereby established.

The biggest problem of all which we face, and which even the Commissioner, for example, knows that I always return to, is that it makes no difference how much we coordinate at European level if we do not achieve better co-ordination between European level and national level and as long as the national labour markets are not sufficiently open.

I would also warn against repeatedly talking about coordination at European level. This kind of coordination could lead to additional illusory powers at European level.
