Firstly, it hardly touches the question, which to us is all-important, of the democratic control of competences. There is nothing about the control of subsidiarity by national democracies, and nothing, or almost nothing, on the exercise of European competences by national parliaments, in particular by the creation of an inter-parliamentary pillar.
