Toutefois, bien au-delà d’une approche purement axée sur l’entraide, il s’agit avant tout de privilégier la coopération dans les domaines technologique, de l’enseignement supérieur et de l’innovation, et de jeter les bases d’une «société euro-latino-américaine de la connaissance» qui aide à poser les fondations d’économies ouvertes et compétitives qui contribuent à intégrer les sociétés latino-américaines dans le monde développé.
Going beyond an approach based purely on assistance, however, the most vital imperative is to give priority to cooperation in the spheres of technology, higher education, and innovation, and lay the foundations for a ‘Euro-Latin American knowledge-based society’ to help create the bedrock of the open, competitive economies that will enable Latin American societies to be incorporated into the developed world.
