Is it the official position, as stated by the minister in the House on at least five different occasions, that a success fee was in fact paid to Mr. Dingwall, even though it may have been spread in $10,000 and $20,000 payments?

In addition to rapid introduction of the new computerized transit system (NCTS (2)) (see point 3), reform of the transit system involves phasing in specific measures to improve the technical and administrative handling of procedures in both the common transit and Community transit regimes, pending a merger of the two systems (see points 4.1 to 4.5).

As the honourable senator said, the question of staggered voting hours did not form part of Bill C-63 as it was originally introduced in the House of Commons and sent to the committee.
