A long-term insurance contract with transparent risk-based pricing and premium discounts for risk reduction could strengthen economic incentives by making investment in risk reduction beneficial to both contracting parties (insurer and insured).

12. Notes that, although the realisation of projects such as the Trans-Sahara gas pipeline, the South Stream pipeline, the ITGI natural gas pipeline already under construction and the Nabucco pipeline will contribute to the diversity of gas supplies to Europe in the long term, more must be done in the short to medium term to facilitate exports of mature Caspian gas reserves to Europe; calls for a joint European effort under the Czech Presidency of the European Union and the coming EU Presidencies to support producers in establishing the Southern Gas Corridor;

15. Urges the Commission to take regulatory and supervisory measures in response to the financial turmoil; draws attention, in this respect, to the need to clarify and strengthen the role of the level 3 committees of the Lamfalussy process in such a way as to ensure financial stability in the EU; takes the view that the establishment of a European supervisor would be the best way to achieve effective supervision of cross-border firms in the long run;

9. Supports the initiatives set out in the Commission communication; welcomes the detailed analysis of the 27 sectors and the clear focus in the recommendations; sees, however, the concrete implementation of the initiatives as the current challenge; believes that, to guarantee coherent implementation in the long term, the initiatives proposed will need to be coordinated within one directorate-general, the Directorate-General for Enterprise and Industry, and one Council configuration, the "Competitiveness" configuration; in this respect, calls on the Commission to inform the European Parliament of the progress ach ...[+++]ieved in relation to the initiatives before the end of 2006; calls on the Commission also to consider the possibility of a systematic evaluation and regular assessment of the benefits and added value of initiatives such as high-level groups, innovation panels and working parties in those sectors in which they operate;
