D. whereas up to 0,35 % of the annual EGF amount can be made available each year for technical assistance at the initiative of the Commission, in order to finance monitoring, information, administrative and technical support, as well as audit, control and evaluation activities necessary to implement the EGF Regulation, as laid down in Article 8(1) of that Regulation, including the provision of information and guidance for the Member States in using, monitoring and evaluating the EGF and providing information on using the EGF to the European and national social partners (Article 8(4) of the EGF Regulation);

if, six months after that list of criteria is sent, the supplier of groundhandling services or self-handling airport user concerned does not fully meet the minimum quality standards, the managing body of the airport, after consulting the Airport Users’ Committee, may ask the Member State concerned to impose a fine on the supplier of groundhandling services or self-handling airport user, or to partly or fully prohibit it from providing services in the airport concerned or throughout the territory of the Member State concerned.

D. whereas the EU and its Members States have already mobilised over 200 million EURO in humanitarian assistance, which includes 119 million EURO from the EU budget and over 81 million EURO from Member States; whereas the humanitarian assistance covers in Syria for medical emergency relief, protection, food-nutritional items, water, sanitation, shelter, psychosocial support and the needs of the most vulnerable Palestinian refugees and outside Syria for shelter, food, hygiene kits, emergency medical rehabilitation and legal assistance;

The non-food component of ECU 0.65 million will cover medical assistance (supply of medicines and hygiene products).

The first decision relates to complaints brought (under Article 86 of the Treaty) by Air France, KLM and British Airways that Frankfurt airport was abusing its dominant position by not granting to airlines the right to provide groundhandling services themselves (selfhandling) nor giving access to other companies to provide such services (third party handling) The term groundhandling includes baggage handling, runway operations, refuelling, the handling of freight and postal service, cleaning, provision of catering services etc.

This credit will finance emergency aid actions (medical assistance, food, shelter etc.) which will be implemented by the usual Commission partners (N.G.O'. s, Red Cross, U.N. Agencies etc.) Although the security situation has improved considerably in the North of the country, Somalia is still in great difficulty.
