Definition: A disorder characterized by noticeable hair-loss due to a recurrent failure to resist impulses to pull out hairs. The hair-pulling is usually preceded by mounting tension and is followed by a sense of relief or gratification. This diagnosis should not be made if there is a pre-existing inflammation of the skin, or if the hair-pulling is in response to a delusion or a hallucination.

The first part deals with telemarketing fraud and the significant consequences which have befallen many Canadian consumers at the hands of those who would defraud them of significant sums of money through the telephone.

As a matter of fact, it was only through the efforts of people like our critic, the member for Sackville—Eastern Shore who basically lives and breathes these issues and fights constantly on behalf of the veterans of this country, that we get improvements from the government.
