Believes that more attention should be paid to supporting SMEs through the equity and debt instruments for which the Programme for the Competitiveness of enterprises and SMEs (COSME) and the Horizon 2020 programme provide; believes it appropriate, however, to consider increasing the maximum threshold stipulated by the loan guarantee facility (LGF) in COSME (EUR 150 000), in line with a more precise evaluation of the actual credit requirements of European SMEs; considers that an increase in the threshold should not lead to fewer SMEs benefitting from the facility and ther ...[+++]efore asks for a increase of the overall level of funds foreseen in the LGF;

At the same time, recommended minimum and maximum daily doses should be specified for certain substances.

The rapporteur believes that the EU should exploit to the highest degree the potential of fusion to make a major contribution to the realization of a sustainable and secure energy supply and that a “fast track” to fusion energy should be followed in order to shorten as much as possible the distance to an actual Fusion Power Plant.

23. Accordingly, the Commission believes that it will be important to limit, as far as possible, the changes needed to the balance of rights that has been achieved under the existing framework of bilateral agreements.
