Il n'existe ni casier, ni cadastre ni données historiques suffisamment fiables pour mettre en oeuvre un tel système , et les premières expériences avec des projets pilotes pour la mise sur pied d'un casier agrumicole n'ont fait que confirmer ces problèmes.
