Most of the lighthouses in Canada are the property of the federal Crown, given Parliament's jurisdiction over “Beacons, Buoys, Lighthouses and Sable Island” under section 92(9) of the British North America Act, 1867.

Calls on the Commission significantly to improve its programmes relating to Roma, noting that, according to the December 2004 EMS Review of EU Phare Assistance to Roma Minorities , management of programmes has been bedevilled by staff shortages and changes and poor administrative and absorption capacity, unemployment issues have been largely unaddressed and insufficient resources have been allocated to health projects and the provision of health information;

Considers that the Tacis programme should facilitate significant investment in the same way as the Phare programme, as the significance of infrastructure projects is more marked in weakly developed regions; in order for resources to be used rationally and effectively in cross-border cooperation between the EU and third countries, it is necessary, inter alia, that the CBC sections of the Interreg II, Tacis and Phare programmes should be coordinated so as to ensure genuine project-centred cooperation and cooperation between citizens; Tacis-CBC should provide for multiannual projects to facilitate the consolidation of Interreg; consi ...[+++]ders it regrettable that Tacis programmes, in particular, are administered centrally in capitals; considers that adequate resources should be allocated to regional Tacis offices to enable the programmes which are carried out to take better account of aspects which are important to the regions; considers it important that the Commission should also have at its disposal adequate staff resources for the new duties relating to cross-border cooperation;

Inflating the number to 750 by adding flashing buoys and channel markers, is ridiculous and insulting to coastal Canadians, who know the difference between a channel marker bobbing around in the water and a light station at the transverse point of a difficult navigational area, and presumably members of this chamber know the difference too.

``For two years beginning with the coming into force of this Act, every Minister of the Crown in right of Canada who has the administration of lighthouses must maintain and make available to the public a list of those lighthouses that he or she considers to be surplus to the operational requirements of the portion of the federal public administration for which he or she is responsible''.
