The possibility of such approval was initially ruled out owing to the rules of the Central Commission for the Navigation of the Rhine (CCNR). However, the situation altered when the CCNR adopted an amendment to the Convention of Mannheim (Additional Protocol 7) on 27 November 2002. This created a legal basis for certificates issued by other bodies than the CCNR – thus including the European Communities – to be admitted to navigation on the Rhine.
