However, the Commission is of the view that the overall value of all the conditions of MVM's long-term purchase obligations, as set out in recitals 174 to 236, for the period between 1 May 2004 and the termination of the PPAs, cannot be calculated with exactitude.

Taxation schemes can in addition be designed in a revenue neutral way that would overall not result in an additional burden for consumers, but rather reward buyers of low-emitting cars and penalise the purchase of the less efficient vehicles.

2. For the purpose of calculating the annual percentage rate of charge, the total cost of the credit to the consumer shall be determined, with the exception of charges payable by the consumer for non-compliance with any of his commitments laid down in the credit agreement and charges other than the purchase price which, for purchases of goods or services, he is obliged to pay whether the transaction is paid in cash or on credit.

6. Where a credit agreement is drawn up in the form of a hire agreement with an option to purchase and the agreement provides for a number of dates on which the purchase option may be exercised, the annual percentage rate of charge shall be calculated for each of the these dates.

90. Recognises that the quarterly and annual reports of the ACPC constitute a valuable management tool giving a complete overview of the Institution's contract and procurement activity; asks its Secretary-General, following the abolition of the ACPC as a consequence of the entry into force of the new Financial Regulation on 1 January 2003, to take steps to ensure that its Committee on Budgetary Control continues to receive on a regular basis full information on Parliament's procurement and contract activities; notes in this connection the Secretary-General's decision to create a new inter-service public procurement advisory group (GIMP ...[+++]) which is intended to draw on the experience and expertise accumulated over the years by the ACPC, but without undermining the autonomy or the responsibility of the authorising officers under the new rules;
