World demand for bandwidth has been growing at roughly 50-60 % per year [4], driven by the extension of internet use, from simple email and text files (in the era of 56 Kbps dial-up internet) to internet surfing (with the advent of always-on broadband) and then increased integration of graphical and audiovisual content on websites (supported by the current generation of ADSL, which offers download speeds of 2 Mbps or more and uploads of 256 Kbps).

The Commission will help ensure public online access to data necessary for implementing the Directives (e.g. satellite imagery from the Copernicus programme).

Further promoting tools to improve access to EU works online, including the creation of ready-to-offer catalogues of European films in order to give Video-on-Demand (VoD) services a well curated catalogue of films from different producers, the development of licensing hubs to facilitate the licensing of works in countries where they have not been released in cinemas or where there is no national distributor; and a larger use of standard identifiers of works.The use of common identifiers will help find rights holders more easily and facilitate licensing; Promoting wider access to EU works, and a ...[+++]ddress linguistic barriers through more efficient funding subtitling and dubbing (including an online repository); investing in a European aggregator so that people can find more easily a legal offering of films online; promoting the use of data and automated tools for content recommendation, in view of developing and enlarging audiences for European works; working with film industry to promote the discoverability of European films and exploring joint promotion strategies for European co-productions; and funding in 2017 catalogues of European films for educational purposes to present the diversity and quality of European films to young audiences. Exploring new business models, starting with the EU animation sector by discussing how animation films and television animation can travel even better and discussing how the sector can scale up.

Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, ...[+++] simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.
