‘peer-to-peer communication mechanism’ means a mechanism for communication established between two ATC units or between ATS units and controlling military units in which each party has the same communication capabilities for the information exchange between flight data processing systems and either party can initiate the communication.

E. having regard to the agreement reached in Macau on Lunar New Year cross-Taiwan Strait charter flights, which should be considered in the context of the global relaxation of cross-Strait exchanges in addition to the opening of the 'Mini-Three-Links' in the Kinmen and Matsu areas and could serve as the foundation for the resumption of cross-Strait negotiations and the starting point for normalised relations between Taiwan and China,

In the case of long delays (two hours or more, depending on the distance of the flight) passengers shall be offered in all cases meals and refreshments corresponding to the waiting time as well as two telephone calls, telex, fax or e-mails, free of charge; when the expected time of departure is not until the next day, they shall also be offered hotel accommodation and transport to and from the place of accommodation; moreover, when the delay is at least five hours, passengers shall have the option to choose between reimbursement of the full price of the ticket together with, when relevant, a return flight to the initial point of depart ...[+++]ure.

2. When passengers accept re-routing to their final destination on an alternative flight pursuant to Article 8, the arrival time of which does not exceed the scheduled arrival time of the flight originally booked by more than two hours for flights of less than 1 000 kilometres, by more than three hours for flights of between 1 000 and 3 500 kilometres, or by more than four hours for flights of over 3 500 kilometres, an air carrier or tour operator may reduce the compensation provided for in paragraph 1 by 50%.

2. When passengers accept re-routing to their final destination on an alternative flight pursuant to Article 8, the arrival time of which does not exceed the scheduled arrival time of the flight originally booked by two hours for flights of less than 1,000 kilometres, by three hours for flights of between 1,000 and 3,500 kilometres, or by four hours for flights of over 3,500 kilometres, an air carrier may reduce the compensation provided for in paragraph 1 by 50%.

Where the extensions are used for consecutive FDPs the pre and post rest between the two operations shall run concurrently.
