Points out, as regards buildings policy, that Parliament is striving to rationalise the allocation of its existing space and to realise cost savings and economies of scale; points out that the KAD extension project currently under way, the cost of which is estimated at about EUR 549.6 million (at 2016 prices), will allow the geographical concentration of Parliament's Administration in Luxembourg, and that all other buildings currently rented in Luxembourg will be gradually vacated, thus enabling substantial savings to be made once the project is completed; draws attention to the fact that the financing of this building project migh ...[+++]t require the setting up of specialised legal structures (a special-purpose vehicle), as the Financial Regulation prohibits direct borrowing, and that cost savings could be achieved if this project were to be financed directly from the budget or by means of a direct loan, which clearly shows the need for adjustments to be made to the Financial Regulation in order to guarantee more transparent and more direct implementation of future building projects;

Recalls that Parliament’s policy of purchasing its main buildings has led to significant savings; calls for an updated plan on building policy for acquisition of property in the short and medium term, including options to purchase premises for external offices and Europe Houses; decides to enter EUR 10 000 000 under Item 2009 'Provisional appropriation to cover the institution's property investments' in order to reflect Parliament's intentions to continue the same building policy as followed until now; points out that a number of uncertainties exist in relation with immovable property projects in Brussels and Luxembourg, which may ...[+++] have a significant impact on the budget;
