In its recent Communication on "Better Governance for the Single Market", the Commission is proposing to focus efforts on sectors with the largest growth potential (see IP/12/587 and MEMO/12/427).

The Commission will pay particular attention to the enforcement of these prohibitions and will initiate infringement procedures where necessary in particular in those sectors that offer the greatest growth potential for the EU economy (business services, construction, tourism and retail).

Inefficient regulation, difficult market access and insufficient competitive pressure can inhibit innovation in sectors with high growth potential and reduce benefits to consumers.

With regard to SME's equity, the Round Table advocates reinforcing their self-financing capacity in order to encourage the creation of new SMEs and the development of businesses with growth potential: - it advises the Member States to use fiscal measures to help channel savings towards SMEs; - it thinks it worthwhile to study the opportunities offered by the system of subordinated loans or by capital investment companies; - it also considers that public involvement in SME capital should be encouraged, particularly by supporting the development of a European capital market for SMEs with high growth potential, or by providing tax incenti ...[+++]ves for equity investment in SMEs.
