3. The Commission shall send the updated list to the GFCM Executive Secretariat before 1 January 2010 so that these vessels can be entered on the GFCM register of vessels of more than 15 metres in overall length authorised to fish in the GFCM Agreement area (hereinafter referred to as the GFCM register).

The Executive Secretariat of CEMAC (Economic and Monetary Community of Central Africa), in collaboration with the ECCAS (CEEAC) Secretariat, is conducting negotiations on behalf of CEMAC Member States (Cameroon, Republic of Central Africa, Chad, Republic of Congo, Equatorial Guinea, Gabon), and Sao Tomé e Principe (STP).

Both sides underlined the importance of an enhanced political dialogue between the EU and ECOWAS and expressed their satisfaction at the improvement and intensification of this dialogue. Co-operation between ECOWAS, the EU, the AU and the UN is considered important. Six-monthly EU-ECOWAS Ministerial troika meetings are enhanced and complemented by meetings at different levels, including between i) ECOWAS in Abuja (both Executive Secretariat and ECOWAS Heads of Mission in Nigeria) and the EU Heads of Mission in Abuja; ii) the ECOWAS presidency and EU Heads of Mission in the country holding the ECOWAS presidency, iii) the national authori ...[+++]ties of ECOWAS member states in charge of relations with the ECOWAS Secretariat and EU Heads of Mission and iv) EU-ECOWAS-UNOWA dialogue.

The purpose of this Decision is to authorise the Commission, on behalf of the Community, to either vote in favour of prolongation of the Agreement until 31 December 2005, if IOOC Members achieve consensus on improving the functioning of the IOOC Secretariat, or to reject further extensions of the current Agreement, pending the results of the ongoing negotiations on both a new Agreement and a package of management measures proposed by the European Community.

To support the consortium and the various components that I have just sketched out, there will be an executive secretariat, one that will coordinate the overall activities of the consortium.
