Co-financed projects must be distributed proportionately by the Commission. 2. The Commission shall ensure a proportionate distribution of projects by establishing indicative annual national allocations for the periods 2007-2010 and 2011-2013, based on the following criteria:

The indicative breakdown of expenditure between the two strands of LIFE + is 75-80 % and 20-25% respectively

Indicative allocation of the estimated amount needed((This allocation is indicative. The budgetary allocation between fields is flexible in order to deal more effectively with changing needs in the sector.))

24. Consequently, and in order to avoid a potentially serious shortage of payment appropriations, underscores the budget decision to restore the PDB as regards payment appropriations for the Structural Funds (Title B2-1 ); creates a substantial reserve in order to assess the likely supplementary needs and to ensure a balanced provision of appropriations between the Structural and Cohesion Funds; invites the Council to engage in a realistic assessment of the level of payment appropriations necessary to clear the backlog of commitments from the 1993-1999 period;
