Regrets that the situation as regards overall funds recovered remains unsatisfactory: the Member States recovered EUR 175 million during the financial year 2010, which accounts for 42 % of the European Agricultural Guarantee Fund (EAGF) debts from 2007 and thereafter, whereas the total amount remaining to be recovered at the end of the financial year 2010 was EUR 1.2 billion, while under the 50/50 rule Member States have only transferred EUR 300 million from their national budgets to the EU Budget; regrets that the Commission failed to take into account the European Parliament's request and did not supply the European Parliament wit ...[+++]h information about the progress made in this area in the Protection of the European Union's financial interests Report 2010; repeats its call for the Commission to take all the necessary steps to put into practice an effective system for the recovery of funds, and to keep the European Parliament informed;

Certain Directives, listed in Annex I to this Directive, lay down rules with regard to the protection of consumers' interests.

This Regulation lays down rules on food additives used in foods with a view to ensuring the effective functioning of the internal market whilst ensuring a high level of protection of human health and a high level of consumer protection, including the protection of consumer interests and fair practices in food trade, taking into account, where appropriate, the protection of the environment.

1. To ensure that products benefiting from the free movement of goods within the Community respect a high level of protection of public interests such as health and safety in general, health and safety at the workplace, protection of consumers and of the environment, while ensuring that the free movement of products is not restricted beyond what is allowed under Community harmonisation legislation and any other relevant Community rules, this Regulation provides a framework supporting specific rules of existing and future sectoral Community harmonisation legislation, without making any substantive changes to that legi ...[+++]slation, in particular not to rules contained therein relating to protection of health and the environment and any specific rules on accreditation and market surveillance that may be contained therein.

The proposal also guarantees a high level of protection for customers' interests.

These include, for example, principles in respect of operators' right to be heard and to present counter-arguments prior to the adoption of any decisions detrimental to their interests, the obligation to justify instruments, provisions on transparency and access to documents, rules on personal data protection and business confidentiality, on protection of the Community's financial interests, on combating fraud, corruption and any other illegal activity which is harmful to the interests of the Community.
