Market access is a big issue for us in the area of forestry products in the United States, as you know—you have been following the softwood lumber file, I am sure—but also in some parts of the minerals and metals business, particularly in Europe, but in other countries as well.

Their social integration is of the greatest relevance if there is to be confident resistance to anti-Semitic attitudes in their own social environment.

My suggestion was to tackle the problem from several different angles: firstly, to increase the recycling quotas, starting with certain applications such as window frames, large tubes and roofing membranes, introducing 'closed cycles' recovery systems; secondly, to limit PVC incineration to new generation plant, which respect the latest Community legislation and apply the ‘polluter pays’ principle; and thirdly, to dump what is left at refuse disposal sites, taking into account, in this case, the new legislation that will enter into force as of 2002.

At Community level, the problem of antimicrobial resistance has been recognised and addressed for several years. This document gives a global overview of the situation and sets out a Community strategy against antimicrobial resistance, including enhanced actions to address the problem which at international, Community and national level is seen as a growing and serious threat to health. In this context the various Recommendations of the Council, the Copenhagen Recommendations on antimicrobial resistance [1] endorsed by Council as well as the work of international organisations, in particular WHO and OIE, are significant.

These four basic principles are: first, free and open access to government, which is of major importance to public interests; second, recognition that lobbying as an activity is a legitimate activity; third, transparency — the act specifies that ``whereas it is desirable that public office holders and the public be able to know who is attempting to influence government''; and fourth, that wherever a system of registration is put in place for paid lobbyists such system should not impede the free and open access to government.
