However, its impact to date has been limited, not only because of implementation delays but also because of the very limited funding available, the fact that no framework for cross-border dialogue at the project programming stage was set up, the failure to provide matching funding for the Phare eastern border regions, and the insufficient priority given to projects that address the fundamental objective of the programme: namely raising the living standards of the populations in the beneficiary regions.
