Executive Training Program for Visible Minorities

Education || Ensure access to and completion of a full cycle of quality basic education including lower secondary, equally to boys and girls Could include early childhood development, completion of primary and lower secondary education, transition from primary to lower secondary education || Ensure comprehensive basic, transferrable and technical skills for all to fully participate in society Could include learning outcomes, availability and qualification of teachers, education to work transition, education and training opportunities for adults || Reduce the illiteracy rate amongst the adult population Could include adult and youth literacy, gender gaps || Eliminate inequalities in education, taking specific measures to reach the disadvantaged indivi ...[+++]duals and groups at risk of discrimination, including disabled persons, ethnic minorities, migrants and refugees Could include disaggregation of enrolment, completion and learning outcomes by gender, rural/urban, wealth quintile, geographical location and other specific vulnerable groups according to country context, as well as cost of education || Strengthen the links between education, research and innovation and promoting knowledge creation and sharing Could include business-academia collaboration, innovative curricula and training related to green, digital and sustainable economies and societies ||

Therefore, a number of targets are set in relation to the provision of adequate income support structures and special programmes are targeted at specific groups who have particular difficulties (people with disabilities, Travellers, ex-prisoners, homeless, migrants and ethnic minorities).

It will (a) establish a mechanism for networking and exchanging good practice between the Member States, accession countries and relevant international organisations on improving the access and appropriateness of health care services, health promotion and prevention to meet the needs of migrants, the Roma and other vulnerable ethnic minority groups, including irregular/illegal migrants; (b) document the legal and policy framework, including review of national health plans and support for the development and monitoring of national action plans for migrants/ethnic minorities to includ ...[+++]e a specific focus on the Roma; (c) develop benchmarking criteria and consensus guidelines on good practice on access to care for the Roma and other vulnerable ethnic minority and migrant groups; and (d) review training and capacity building programmes in relation to ethnic/migrant health and development of a consensus framework for capacity building for professionals, including basic components of a training programme and the operational aspects of its delivery and evaluation.

Observes that the recent EU enlargements have added close to one hundred minority population groups to the fifty or so which existed when there were 15 EU countries, and stresses that because of the low percentage of resident immigrants, refugees and foreign nationals from third countries and the more visible presence of indigenous "traditional" minorities in Central and Eastern European Member States, migration and integration ...[+++] policies have been hived off there from policies on minorities;
