The Commission proposed on 24 November a €3 billion Refugee Facility for Turkey, and on 15 December presented a Recommendation for a Voluntary Humanitarian Readmission Scheme with Turkey for Refugees from Syria.

Emphasises that the various conflicts in the Sahel region have led to greater population displacement within states and to an increase in the number of refugees; calls on the EU, the Sahel countries, the Office of the UN High Commissioner for Refugees, the African Union and the Economic Community of West African States to coordinate their refugee policies in order to provide refugees with proper sanitary facilities and healthy and decent living conditions, guarantee human security for the most vulnerable groups and establish self-su ...[+++]fficiency programmes; points out that, in addition to assisting refugees and internally displaced persons and guaranteeing their protection, efforts must be made to ensure that, wherever possible, they can return to their home regions;

By banning the trade in arms and by funding refugee programmes, the EU continues to stand by the Burmese people and their human rights and fundamental freedoms.

13. Expresses deep concern at the situation of Zimbabwean refugees in the region and deplores the acts of violence against Zimbabwean refugees in neighbouring countries; calls on the Commission to support those neighbouring countries by implementing financial and material assistance programmes for the refugees;

Welcomes the recent UNHCR appeal to mobilise additional international support in order to fund its work for uprooted Iraqis within their country and in neighbouring States and for foreign refugees in Iraq; calls on the EU and the Member States and other international donors to respond to the UNHCR appeal in support of the programmes for Iraqi refugees and IDPs in Iraq, Syria, Lebanon, Turkey and Iran, as well as Egypt; considers it as an extreme emergency and urges that a significant part of the EU budget earmarked for programmes with Iraq be allocated for this purpose;
