The objectives of the milk fund restructuring programme should include, inter alia, support for the restructuring process for milk producers and processors who are affected by increasing market liberalisation, the stepping up of marketing support and nutrition awareness measures (promotional activities) for the milk sector, support for the maintenance and modernisation of milk production under difficult conditions in mountain regions, and reinforcement of the scheme to distribute milk to schools.

The rapporteur suggests that the milk fund restructuring programme should be set up in the context of amending the regulation on the common organisation of the market in milk and milk products (and not in the standardisation proposal).

Article 9(4) of Protocol 2 to the Europe Agreement lays down that during the first five years after entry into force of the Agreement, and by derogation from paragraph 1(3), Romania may exceptionally, as regards steel products, grant public aid for restructuring purposes, provided that: this leads to the viability of the benefiting firms under normal market conditions at the end of the restructuring period, the amount and intensity of such aid are strictly limited to what is absolutely necessary in order to restore such viability and are progressively reduced, and the restructuring programme ...[+++] is linked to a global rationalising and reduction of capacity in Romania.

136. Agrees with the Commission"s evaluation that Slovakia is a functioning market economy; supports the Government in its restructuring programme; welcomes in particular the ongoing privatisation of the banking sector, which is essential to improve the financing basis of the Slovak economy; calls on the Government to strengthen its prudent fiscal policy in order to keep the current account deficit in check; calls on the Government to take measures to improve labour market mobility in order to reduce unemployment and regional disparities in unemployment figures;

During 1991, operating aid for shipbuilding, ship conversion and ship repair not related to new contracts may be considered compatible with the common market if granted for the financial restructuring of yards in connection with a systematic and specific restructuring programme linked to the disposal by sale of the yards.
