Action n° 6: To promote, in a staged approach, unprecedented collaborative research and development efforts to bring new antibiotics to patients by: Launching rapidly with EFPIA[12], within the IMI-Joint Undertaking, a programme for research on new antibiotics aimed at improving the efficiency of research and development of new antibiotics through unprecedented open sharing of knowledge. Establishing an overarching framework agreement with the industry, defining objectives, commitments, priorities, principles and modes of action for public-private collaboration in a longer term perspective. Mobilising adequate resources, within IMI in pa ...[+++]rticular (and its possible successor), FP7 and in the longer term the forthcoming research and innovation programme 2014-2020 (Horizon 2020), in order to support research and development work, based on criteria and modalities adapted to the specific needs and challenges of antibiotic development. Use the flexibility in the current pharmaceutical legislation to give rapid authorisation to new antibiotics and work with stakeholders and the Member States' authorities towards the establishment of adequate market and pricing conditions for new antibiotics. Ensure conditions for and implement fast track procedures for the marketing authorisation of new antimicrobials.

The committee will monitor progress in implementing these programmes, the international agreements associated with the two programmes, the preparation of markets, the efficiency of the management structure, and the annual programme review.

The conference currently being prepared in Poland will significantly help to make these countries aware of the value of the Galileo programme.

Calls therefore for Addenda to the Country Strategy Papers, whose aim should be to outline legally possible simplified and accelerated procedures, such as: increased flexibility and rapidity for mobilising development and cooperation funds in order to facilitate the take-over from emergency interventions; a simplified decision-making process within the Commission for approval of individual projects and programmes as well as the selection of implementing bodies, tendering procedures and amendments of contracts; an integration of ...[+++]conflict and crisis prevention mechanisms into development cooperation programmes, so as to enhance conflict and crisis 'preparedness';

improving the business environment, especially through the target action of introducing a simplified, accelerated procedure for the codification of Single Market legislation and the pursuit and enhancement of the SLIM programme together with an active commitment to improving the quality of legislation, since it is vital to have a coherent and simplified framework of law for the Single Market, which is readily accessible and comprehensible, while minimising the regulatory burden; furthermore, the importance of allowing market forces to operate in the levelling of indirect taxes and the elimination of market distorting national subsidies ...[+++]cannot be too highly stressed in this connection;
